The U.S. Environmental Protection Agency (EPA) awarded the City a $964,250 grant on September 11, 2023 for evaluation and cleanup services at the Cliffs-Dow site.  The City hired TriMedia Environmental & Engineering Services, LLC through an RFP process to act on the City's behalf as a qualified environmental professional consultant.
 
TriMedia assisted the City in putting together an RFP for a cleanup contractor to conduct in-situ remediation at the site.  The RFP was advertised for bids on July 17, 2025 with a bid opening on August 20, 2025.  Three cleanup contractors responded with proposals and the results are summarized below.

The proposals were reviewed by the City, TriMedia and the City's environmental legal counsel (Foley, Baron, Metzger & Juip, PLLC).  The consensus among the group is to recommend awarding the cleanup contract to ORIN technologies based on their complete RFP response which includes a bench study, remaining under budget, and providing the most value at the cost provided.
