Human Resources Software Solution

BACKGROUND: 

Human Resources is requesting the purchase of Paycom, an integrated human resources and payroll management system, to replace multiple paid services that comprise our software ecosystem. Presently, we utilize multiple disconnected platforms (Bamboo HR, Novatime, BSA Payroll, and BSA HR) that do not integrate with each other and require significant administrative oversight and duplication of work to provide the level of employee service needed for an organization of this size. This consolidation will streamline our HR and payroll operations and provide enhanced reporting capabilities across all departments.

 

The purchase of this software will also provide regulatory compliance needed for the City to remain in compliance with the Department of Labor directives stemming from an audit completed in 2021. The current software package being utilized for this purpose, Novatime, is being discontinued and the replacement would require a significant expense to purchase and implement. Staff believe that Paycom will provide a more complete and better overall solution for this purpose and general HR functionality.


FISCAL EFFECT: 
The annual cost will be $64,037.74 with a $16,000 implementation cost. The adoption of this software will allow the City to retire several paid services currently being utilized as well as avoid hiring a planned part-time administrative position. The increase in cost will be approximately $29,693 in the first year and $14,000 per year in subsequent years over the current budgeted costs, not taking into account the projected cost increases from the current software suite.  A budget amendment will be required in FY'25.

RECOMMENDATION: 
Approve the contract with Paycom, and authorize the City Manager or her designee to sign.
