Currently the City has three sweepers that are utilized from spring through fall. During spring and fall clean up there are two sweepers running nonstop and in the summer months there is at least one sweeper out daily. Two of the sweepers are 2008 Elgin Pelican NP’s which are the frontline units and the third is a 1995 Elgin Pelican P which is used for backup.  The 1995 sweeper is at the point where parts have become obsolete, and the cost of repair has exceeded the equipment’s value. Both frontline Sweepers are also in need of some major repairs and a dependable backup is needed to maintain the street sweeping schedule.

Motor Pool staff found a used 2012 Elgin Pelican NP at MacQueen Equipment, Inc. in Minnesota for a total cost of $97,500. This purchase will communize our parts inventory and improve operator safety with its isolated cab design.  If the purchase is approved, staff will auction the 1995 Elgin sweeper with an estimated sale price of $10,000-$20,000.

FY 2025 Motor Pool budget includes $90,000 for equipment purchases.  A budget amendment will be required to increase the equipment purchases budget by $7,500 and is offset by an equal $7,500 increase in revenues from the sale of obsolete equipment.  The net impact to the FY 2025 budget is zero.

Approve the purchase of a used 2012 Elgin Pelican NP from MacQueen Equipment, Inc. of St. Paul, Minnesota at a price not-to-exceed $97,500.
