The City of Marquette has been approached by Woda Cooper Companies, Inc. (Woda) to support a development located at 1502 W. Ridge Street, and identified as Black Rock Crossing, utilizing the Low Income Housing Tax Credit (LIHTC) program. LIHTC provides tax incentives to encourage developers to create affordable, low-income housing targeting renters earning less than 80% of the Area Median Income.
Due to the integral use of project based vouchers in the development issued by the Marquette Housing Commission, the City is required to be a party to the State Historic Preservation Office (SHPO) Section 106 Review and National Environmental Protection Act (NEPA) environmental review relating to the development.
A component of these reviews is authorization of the related forms by a Certifying Officer as approved by the City Commission. City Manager Karen Kovacs is the recommended Certifying Officer.
