Lake Superior Shoreline Restoration Project - Contract Approval

BACKGROUND: 

Plans have been developed for the restoration of the Lake Superior shoreline adjacent to Lakeshore Boulevard between Hawley Street and Pine Street.  This proposed project includes shoreline armoring and stabilization, habitat restoration and the creation of enhanced public areas.  Baird Engineering was the consulting engineer utilized for this project.  This project is partially funded by a grant from the National Fish and Wildlife Foundation.

 

The City publicly advertised a request for construction bids for this project and four bidders responded.  A bid opening occurred on May 5, 2022 and results are summarized below.

At their May 31, 2022 meeting, the City Commission tentatively selected Smith Construction as the contractor pending final approval of permits from EGLE and the US Army Corps of Engineers.  This bid was set to expire 120 days after bid opening and was extended by mutual agreement.  Due to unique circumstances, the project permits were not issued until November 15, 2023.  Some modifications were made to the design to allow for permitting.

 

The City recently requested updated costs from Smith Construction, Inc. to account for design modifications and construction cost increases. Smith provided the City with an updated proposal to complete the revised project at a cost of $5,817,941.26.


FISCAL EFFECT: 

Sufficient funds were approved in the FY 2022 budget and were part of the FY 2022 bond package. 


RECOMMENDATION: 

Approve a contract with Smith Construction for the Lake Superior Shoreline Restoration Project at cost of $5,817,941.26 based on quantities and unit prices in the proposal, allow the City Manager to use a 10 percent contingency for any unknown circumstances, and authorize the Mayor and Clerk to sign the contract.
