Wastewater Solids Handling Construction Contract

BACKGROUND: 

At the April 10 City Commission meeting, the Commission approved a tentative contract award with Miron Construction for the Solids Handling Project Bid.  This project will provide needed capital improvements for Wastewater Treatment Plant including providing septage/High Strength Waste (HSW) receiving services, leveraging existing assets to produce additional biogas, utilizing the biogas in existing engine generators to produce renewable energy in the form of electricity and heat, improve reliability and redundancy of biosolids processing to support water quality objectives and National Pollution Discharge Elimination System (NPDES) compliance (EGLE requires 180 days of on-site solids storage), and addressing additional system needs including effluent DO compliance, vactor debris handling, and decant pump station deficiencies.


While the bid was accepted on April 10, the contract now requires approval from the City Commission.


FISCAL EFFECT: 
The total project costs including design, services during construction, legal and bonding are $14,064,000 with $6,826,000 borrowed through the Clean Water State Revolving loan fund to fund the project. The remaining costs are funded with a $5,857,500 grant and reserve funds.   

RECOMMENDATION: 

Approve the contract with Miron Construction for $12,758,324, authorize the City Manager and other required parties to sign the contract, and authorize the Manager or her designee to approve change orders under $25,000 per change, if necessary.
