Street Improvements, Paving and Sanitary Sewer Line Replacements Project

BACKGROUND: 

Plans have been developed for this project which includes resurfacing of various City streets, crack sealing and minor utility replacement work. These preventative maintenance and rehabilitation measures are intended to extend the useful service life of existing roads that are in fair condition.  Also included in this project are short term road patching repairs on Division Street and Altamont Street.  Both streets will require eventual reconstruction/utility replacement.

 

A bid alternate was included in this project to address pavement delamination at various locations along on Fourth Street and Third Street which was exacerbated by the extensive freeze thaw cycles this spring.  Department of Public Works has addressed these areas with patching materials, but a more permanent solution is beyond the scope of current City owned equipment.

  

The project was advertised for bids and two contractors responded.  The results are summarized below:

FISCAL EFFECT: 
The approved FY'23 budget includes $950,000 for this project.  Premiums from previous bond issues are available to fund the remaining balance of this project.  Consequently, a budget amendment will be required to allocate these reserved premiums to this contract.

RECOMMENDATION: 
Approve the contract with Smith Construction Inc. for the Street Improvements, Paving and Sanitary Sewer Service Line Replacements Project at a cost of $1,013,319.00, allow the City Manager to use a 10 percent contingency for any unknown circumstances, and authorize the Mayor and Clerk to sign the contract.
