BACKGROUND:

The City constructed roundabouts and infrastructure near the new hospital in 2017. This construction impacted wetlands which required permitting and mitigation. As part of permit requirements, the City constructed wetlands near Presque Isle which require monitoring and maintenance through 2023.

The wetlands monitoring and maintenance is outside of the scope of City expertise and needs to be completed by an environmental consultant that specializes in wetlands management and assessment.

A Request for Proposals was advertised, and one agency responded. This proposal from the Marquette County Conservation District was evaluated to ensure that it meets the minimum monitoring requirements and that it fits within the City budget.

FISCAL EFFECT:

Sufficient funds are approved in the FY 2023 budget.

RECOMMENDATION:

Approve the proposal from the Marquette County Conservation District in the amount of $12,474.65 and allow the City Manager to use a 10 percent contingency for any unknown circumstances, and authorize the Mayor and Clerk to sign the contract.

As determined by the Commission.
