New Business
Manager and Attorney Compensation

BACKGROUND:

On September 26, the City Commission reviewed the annual performance evaluations for both the City Manager and City Attorney and extended each of their contracts for two years to September 30, 2024 at the existing compensation. At that time, the Commission also discussed revisiting compensation at a future date. At the meeting on January 30, the Mayor requested a compensation recommendation be brought to tonight's meeting. The subcommittee comprised of Mayor Pro Tem Davis and Commissioners Smith and Stonehouse met to discuss the compensation level of the Manager and Attorney on February 15.

The subcommittee's resulting recommendation is to increase the base salary of both the Manager and Attorney by 2%, retroactive to October 1, 2022, to provide a one-time bonus equivalent to 0.5% of total compensation for each of them and to extend each of their contracts by another year to September 30, 2025.

FISCAL EFFECT:
The recommended 2% increase for each the City Manager and City Attorney will bring their annual salaries to $127,500 and $117,300, respectively.  Additionally, the cost of the recommended bonus for each the City Manager and City Attorney equates to $625 and $575, respectively. This action will require a budget adjustment.

RECOMMENDATION:
Approve the subcommittee's recommendation to provide the City Manager and City Attorney with a one-time payment equivalent to 0.5% of their base salaries. Also: increase both salaries by 2%, retroactive to October 1, 2022; direct the City Attorney to amend both contracts to reflect the new salaries; extend each of their contracts to September 30, 2025; and authorize the Mayor and Clerk to sign the amended contracts.

ALTERNATIVES:
As determined by the Commission.
