Charter Study Group

BACKGROUND: 

The Marquette City Charter, which took effect on January 1, 2013, requires the City Commission to appoint a charter study group every 10 years.  The charter study group will have one year to review the charter and make recommendations for amendments. Any amendments would ultimately need to be supported by the City Commission and adopted via a citywide ballot item.

 

While the Charter doesn't explicitly state what the makeup of this board should be, minutes from the 2012 Charter Commission provide some insight on the original intentions. 

 

The original idea, as expressed in meeting minutes and in motions, was to require the City Commission to request an internal administrative review of the Charter every 10 years and to pair it with a City Commission public hearing seeking citizen input.


FISCAL EFFECT: 
None by this action.

RECOMMENDATION: 
Appoint a Charter Study Group comprised of the City Manager, City Clerk and City Attorney and direct the group to determine the need for amendments to the City Charter within one year; also direct the City Manager to plan for and schedule at least one public hearing in 2023 to obtain public feedback on this topic.
