Plans have been developed for the restoration of the Lake Superior shoreline adjacent to Lakeshore Boulevard between Hawley Street and Pine Street.  This proposed project includes shoreline armoring and stabilization, habitat restoration and the creation of enhanced public recreation areas.  Baird Engineering was the consulting design engineer utilized for this project.

The City publicly advertised a request for construction bids for this project and four bidders responded.  A bid opening occurred on May 5, 2022 and results are summarized below.

• Smith Construction Inc.:   $4,312,877.60
• Payne and Dolan Inc. - Milwaukee:  $6,248,763.95
• A. Lindberg & Sons:  $6,291,840.70
• Bacco Construction Company:  $6,345,692.20

The Engineers estimate for this project was $7,360,000.

The City is currently awaiting final permits from EGLE and the US Army Corps of Engineers.  Per the contract documents, the City can conditionally select a contractor and they will be required to honor their bid prices for 120 days after bid opening while the City awaits permit approvals.  This time period can be mutually extended if the City does not receive permits during the 120-day time period.

Final Commission approval of a contractor will be required once final permits are received.

Sufficient funds are approved for this project in the FY 2022 budget.  No fiscal effect will result from this conditional contractor selection.

Conditionally select Smith Construction’s proposal for this project with the intent to enter into a contract with this contractor if the City receives the required permits within 120 days of the bid opening.
