Novatime Software Solution

BACKGROUND: 

In the last year, the City Fire Department was audited for time, attendance, and payroll records in connection with federal law.  Throughout the course of the audit, Human Resources and the Fire Department had to supply various time and attendance records that were cumbersome to provide due to the outdated nature they’ve historically been kept by utilizing hard copy timesheets and daily logs.

 

The City currently uses the BS&A software suite for many municipal services including payroll; however, it falls short with timekeeping.  A new time and attendance software solution was implemented in the Fire Department to compensate for shortfalls discovered during our audit.  A team consisting of the Fire Chief, Director of Administrative Services, Payroll Clerk and IT Manager evaluated software alternatives and determined Novatime to be our preferred vendor due to their 100% guaranteed integration with the BS&A Payroll application.  Other companies did not meet all of our criteria.

 

The Fire Department has successfully implemented the software application and the FY 2022 budget includes funding to move the rest of the City departments to this software solution.  


FISCAL EFFECT: 

The cost for Novatime for the rest of the City is $29,093 for year one including the onetime implementation cost of $6,885. This expense is included in the budget.


RECOMMENDATION: 

Approve the purchase of Novatime software with a first-year cost not-to-exceed $29,093.
