City staff has worked recently to establish a way to support local street performers, which provide a public amenity that enhances the character of the City, and to do so in a manner consistent with the overall public interest.
Performers may use props or other materials and could draw crowds to their performances, so the proposed framework must protect the ability of pedestrians to move safely on sidewalks and through crosswalks in the impacted areas.
Aware that street performers are engaged in First Amendment activities, the proposed ordinance includes reasonable time, place and manner restrictions on street performers to the extent necessary to ensure the safety of performers, their audiences and the general public and to prevent unreasonable interference with residents' enjoyment of peace and quiet in their homes or the ability of local businesses to conduct business.
The proposed ordinance would establish criteria for street performers in certain locations throughout the City, while the accompanying resolution would identify appropriate locations and hours for such activity.
This ordinance was first introduced at the June 28 City Commission meeting.
