At the September 12, 2016 City Commission meeting, the City of Marquette awarded a contract to Raftelis Financial Consultants, Inc. for a comprehensive water, sewer, and stormwater financial plan. The consultant recommended a five-year financial plan to determine the level of revenue needed to properly fund the utilities.

Due to concerns with the annual increases proposed, staff was directed to retain the services of Raftelis Financial Consultants, Inc. to update the financial plan as outlined in the attached proposal. Included in the proposal is an onsite presentation of the study's results by Raftelis at a future City Commission work session.

Staff has worked with the City Attorney to prepare the attached Professional Services Agreement consistent with the proposal.

There are sufficient funds in the City’s water, sewer, and stormwater budgets to pay for this service.

Approve the attached Professional Service Agreement to conduct a Water, Sewer, and Stormwater Utility Financial Plan Update with Raftelis Financial Consultants, Inc. for an amount not-to-exceed $24,901, and authorize the Mayor Pro Tem and Clerk to sign the Agreement.
