As a possible funding source for solids handling improvements at the Marquette Area Wastewater Treatment Facility, the Director of Municipal Utilities is recommending the City submit a State Revolving Fund Loan (SRF) project plan amendment. The scope of the SRF project plan would include additional biosolids storage, streamlining the processing of biosolids, and the possible addition of a septage/high strength waste receiving station.
The benefits of the SRF program include a lower bond interest rate and a 20-year bond term. This project may also be eligible for the 40% loan forgiveness offered as part of the SRF Green Reserve Program.
Donohue & Associates, Inc. is being recommended as the preferred consultant because of their longstanding relationship with the wastewater treatment operation. City staff has reviewed the attached proposal and recommends approval. It should be noted that Donohue & Associates, Inc. has successfully completed the last three SRF project plans for the City along with administration of the recently completed Stormwater, Asset Management and Wastewater (SAW) grant. Staff has been very pleased with the quality of work Donohue has provided.
Staff has worked with the City Attorney to prepare the attached Professional Services Agreement with Donohue & Associates, Inc.
