The City Manager recommends the appointment of Assistant City Manager, Jennifer LePage, to the position of Director-Administrative Services effective March 2, 2020. Department Head positions are the equivalent of administrative officer positions under the Charter and City Code. The appointment is to fill the vacancy created by the retirement of current Director, Susan Bohor, on February 28, 2020. Jennifer has a B.S. in Business-Computer Information Systems from Northern Michigan University and recently received professional certification in Human Resources from the International Public Management Association for Human Resources (IPMA-HR). She was hired by the City in 2009 as an IT Specialist and was promoted to Management Analyst in 2012 and to the position of Assistant City Manager in 2015. Her varied background makes her uniquely qualified for this position. As the Department Head for Administrative Services, Jennifer will oversee the Human Resources, Information Technology and the City Clerk divisions.
The vacant Assistant City Manager position will be filled by Sean Hobbins who is currently the Management Analyst in the City Manager's Office. Sean is also a graduate of Northern Michigan University with a master's degree in Public Administration. Sean was a Fellowship Student at the City while in graduate school and worked for AmeriCorps as a Public Safety Analyst and as a City Management Intern with the City of Royal Oak before being hired by the City as a Management Analyst in 2015.
The City Charter provides that the City Manager appoints administrative officer positions subject to confirmation by the City Commission.
