2020 Soil Borings for Reconstruction Projects

BACKGROUND: 

The Marquette City Commission approved the Marquette Drive, Lakeview Drive, Union Street and Lakeshore Boulevard construction projects as part of the FY 2020 budget. The Engineering Department needs to determine the existing soil classifications, soil bearing capacities, existence of bedrock, asphalt depth, and ground water depth within the proposed project locations to aid them in roadway and utility design.  The City annually hires a consultant to perform soil borings to obtain this data. 

 

A request for proposals was issued and two firms responded. Each firm’s proposal was evaluated using a Qualifications Based Selection process and ranked numerically with the highest ranking being the best.  Evaluations were done by the Assistant City Engineer, Hydrology Engineer and Staff Engineer.  Evaluation criteria included references for similar projects, sample of soil boring report/log, schedule proposed, cost, proposed traffic control plan, qualifications of employees performing the work, past customer satisfaction and the firm's understanding of the work requested.  The results are summarized below:

FISCAL EFFECT: 
Sufficient funds for this project as recommended are available in the FY 2020 Budget. 

RECOMMENDATION: 

Approve the attached contract with TriMedia in the amount of $5,670, authorize the Mayor and Clerk to execute the contract; and authorize $2,500 contingency funding for additional soil borings, if needed.
