BACKGROUND:

As part of the FY 2020 budget review, a revision of the stormwater rates was recommended for stormwater utility customers by Raftelis, the City’s utility rate consultant. The rate increase is necessary to keep a balanced budget associated with the adopted FY 2020 budget and to keep the Stormwater Fund solvent. A 15.25% increase in rate-related revenues is proposed.

The rates will change per the attached Ordinance #685.

For an average customer, the stormwater bill will increase from $4.78 to $5.51 per month. For all three utilities combined, an average customer will have an increase of $11.76 per month, or $141.12 per year.

FISCAL EFFECT:

The proposed rate increase is projected to raise an additional $228,000 in the Stormwater Fund.

RECOMMENDATION:

Adopt Ordinance #685, an amendment to adjust Stormwater rates, effective December 1, 2019.

ALTERNATIVES:

As determined by the Commission.
